The report reports that while the number of adults (especially women) participating in education has increased compared to 2018, migrants, indigenous peoples, the elderly and persons with disabilities have been left behind. .. In addition, while awareness of the importance of lifelong learning is increasing, the challenge is that nearly half of the countries spend only 2% or less of their public education budget on lifelong learning. Another focus of the report is "Citizenship Education".
