DEAR has held dialogues and proposals with the Ministry of Education, Culture, Sports, Science and Technology, and information sharing with Asian civil society for this international conference. This meeting will be held in a hybrid manner, but due to the influence of COVID19, the main people who can participate face-to-face are government delegations with invitations.

There are three members of the government delegation, but Takashi Miyake (DEAR director, secretary general of the Education Cooperation NGO Network [JNNE]) will participate as a representative of civil society.
Furthermore, in the official program of the plenary session, Makiko Kondo (Vice President of DEAR) will be the speaker at a subcommittee hosted by ASPBAE (Asia-South Pacific Basic Adult Education Association). Two DEAR officials are now able to attend the plenary session.
